You cannot find a panel you had open, or it will not sit where you drag it.
The panel was closed rather than hidden, it is on a different workspace or a different screen, or the layout has become tangled.
Panels are independent windows arranged by a docking system and remembered by the workspace. If a monitor changes, or the workspace was saved in a different screen arrangement, windows can end up positioned where you cannot reach them.
Opening a new panel is nearly always quicker than recovering a lost one, since the state you care about is the binding rather than the window itself.
The panel is visible, docked where you want it, bound to the right connection, and survives a restart after you save the workspace.
Save a separate workspace for each monitor arrangement you actually use, such as one for the desk and one for a laptop alone.
